Plans by Newport City Council to modernise its governing document may be handed over to external consultants.

A review committee was informed that the council’s constitution requires updating, with a revised version anticipated within three years.

The council’s head of legal services, Mike Wallbank, advised members that specialist advisors could be appointed to lead the initiative, though this would incur additional expenditure.

The committee’s chair, Councillor Mark Howells, asked whether those with decision-making authority had committed to setting aside funds for such consultants.

Mr Wallbank responded that the source of funding had not yet been determined, stating this would be addressed in the next phase of the work.

An internal council document identifies the constitution as needing review and modernisation, with multiple policies potentially to be included.

According to the report, various suggestions have been presented and the council must now agree on the direction for proceeding.

During the session, Councillor Ray Mogford called on officers to address the initiative, which is currently slated for completion by late March 2029.
