A personal trainer from Cwmbran has secured permission to operate fitness sessions from her residential garage, subject to specific restrictions.
Emma Quinn initially sought a certificate from the council confirming her proposed use would be lawful, but this was denied. She then submitted a formal planning application for her garage on Sycamore Crescent in Henllys to function as a private training space.
Torfaen Borough Council planning officer Caroline Pulley approved the request with conditions. The facility must be operated solely by the homeowner, with just one client permitted inside at any given time.
Daily visitor numbers are capped at four, with sessions confined to weekdays between 9am and 5.30pm. Weekend operation is prohibited entirely.
The business will serve female clientele exclusively, providing assistance with menopause, bereavement, and broader health matters alongside exercise programmes. Client appointments will be staggered with at least 30-minute intervals, and the driveway provides sufficient space for up to four vehicles, with one bay reserved for visitors.
The council’s transportation team indicated that vehicle movements would not exceed typical household activity levels. While officers queried whether garage parking would be lost, the planning report concluded that existing parking provisions were sufficient.
The workspace will feature rubber surfacing and coated weights to reduce sound transmission, with no external modifications planned. Workout sessions will proceed without music, and a portable cooling unit will maintain comfortable temperatures instead of opening windows. Equipment will comprise dumbbells, a small cable apparatus, and bodyweight training.
Given these measures, the report determined that any potential disturbance would stem primarily from conversations and arrivals or departures. The limited operational footprint and controlled client flow were deemed unlikely to negatively impact neighbouring residents.
An appointments log must be maintained on-site for council inspection to verify compliance with the approved terms.
