Newport City Council is examining stricter measures for houses in multiple occupation as it responds to worries expressed by local people.

The authority is investigating approaches to reinforce its policies on HMOs, including suggestions to revise planning guidance that determines where new developments may be created. It is also assessing whether licensing regulations could be made more rigorous.

Councillor Saeed Adan, the council’s cabinet member responsible for housing and planning, stated that he understood residents’ concerns while accepting that HMOs can serve a significant purpose in addressing housing requirements.

He indicated that inadequately run HMOs can detrimentally affect neighbourhood areas and that the council aims to achieve an appropriate equilibrium for both existing residents and those living in such properties.

The proposals under review include extra limitations on the density of HMOs in specific localities prior to the implementation of a fresh local development framework.

Cllr Adan emphasised that it was essential for local people to be given the chance to express their opinions prior to any determinations being finalised.

The council has additionally instructed officers to investigate possibilities for shortening licence durations for HMO properties lacking valid planning consent, enabling more rigorous supervision of developments carried out without proper authorisation.
