Marshfield local authority sanctioned a £4,000 allocation for redecorating the village hall’s internal spaces.
This decision came after examining four quotations from regional contractors.
The funding will support the planned decoration of various interior areas of the hall.
These items were discussed at the council session on April 14, 2026, which took place at Marshfield Village Hall.
Those in attendance comprised chair Cath Davis, Chris Roberts, Linda Southworth-Stevens, and Seema Sindhakar.
Absence notices were received from councillors Susan Davies and Nathan Howells.
The council additionally sanctioned payment of £100.80 to C. Antoniou for the yearly Marshfield Magpies insurance renewal through Keep Wales Tidy.
Furthermore, K. Cone took on the role of internal auditor for the 2025/26 financial review period.
The council also consented to fund the annual subscription of £200 for the clerk’s membership in the Society of Local Council Clerks.
Zurich Insurance informed the council that its long-term agreement policy necessitates renewal commencing June 1, 2026, with a premium of £2,287.03.
The council resolved to settle this premium to keep the policy active.
Details were shared about motor vehicles remaining parked for prolonged durations beside the retail premises on Marshfield Road.
Councillor Davis detailed arrangements for the planned meeting with the Police and Crime Commissioner.
Councillor Davis also mentioned an incident where dogs pursued and attacked sheep.
The council chose to include general advice about responsible canine ownership in its communications.
An issue was raised about a pony and cart, along with horses grazing, on the village hall recreation grounds.
Councillor Roberts delivered three completed community engagement surveys covering road maintenance, school proximity parking, interest in adult learning opportunities, and requests for supplementary village-wide celebrations.
The council noted these responses and determined to pass the information to the village hall management committee.
A communication from police dated March 17 was received, affirming that their neighbourhood team is undertaking patrols in response to raised concerns.
A report dated April 14 was submitted regarding the declining condition of the climbing frame ropes in the children’s play zone.
The council resolved to add this repair to the list forwarded to WM Garden Services and asked that the clerk pursue updates on progress.
The council consented to contact Newport Bus to secure bus shelter timetables and supplies of timetable leaflets.
A public meeting occurred to consider the future of the lych gate, with 30 local inhabitants attending.
A working group was formed to explore appropriate options for repairing the lych-gate roof, to assess possibilities for both restoration and improvement, and to investigate potential funding sources including grants and community fundraising.
The church was unable to attend the meeting and will be approached to contribute input.
The council requested that this item be added to the agenda for the subsequent council meeting.
The council consented to approach Marshfield Village Hall Management Committee and Marshfield & District Women’s Institute to assess their interest in jointly arranging a scarecrow festival in 2026.
The council also consented to correspond with all allotment tenants regarding storage materials and waste removal.
The clerk was directed to draft a communication and distribute it electronically to all tenants.
Steve Bateman advised the council that he had examined the blocks required to establish a stable foundation for the IBC storage tanks at the Church Lane allotments, a scheme previously endorsed.
Mr Bateman agreed to obtain a formal quotation for the type and quantity of blocks to form the basis of an order.
The council authorised Councillor Southworth-Stevens to spend up to £100 initially on weed control membrane for plot 18.
The council instructed the clerk to make clear to tenants that the existing council policy does not allow granting permission for livestock, including chickens, if requested.
This corresponds with the existing tenancy agreement.
