Local venue may add performances following community campaign for entertainment options

A tavern on Pontnewydd Road in Cwmbran may transform into a venue for frequent musical performances. The Terrace Inn has submitted a request to Torfaen County Borough Council seeking modifications to its existing licence, which could enable the establishment to offer more live and recorded music and expand usage of its garden area. Newport-based Highmore Investments Ltd has filed the application with the local authority under the Licensing Act 2003. The submission encompasses permission for live and recorded music, official recognition of outdoor space utilisation, elimination of a current licensing condition, and implementation of fresh measures aligned with the act’s four licensing objectives. These requirements cover preventing criminal activity and disorder, ensuring public safety, avoiding public disturbance, and safeguarding young people from harm. The complete submission can be obtained from Torfaen’s licensing department. Representations should be directed to the licensing officer at the Civic Centre in Pontypool or sent electronically to licensing@torfaen.gov.uk by April 28, 2026. The submission is also accessible via the Public Notice Portal at www.publicnotice.uk. Section 158 of the Licensing Act 2003 makes it a criminal offence to deliberately provide false information in a licensing submission, which may result in an unlimited financial penalty. The Terrace Inn has operated as a neighbourhood pub in the Pontnewydd district for many years and appears in Torfaen licensing documentation for alcohol sales and short-term events throughout the past ten years. Recently, the establishment has actively invited local musicians and acts to express interest in performing there. The licence modification request would formalise this approach and potentially enable outdoor shows when weather permits. Highmore Investments Ltd, incorporated in 2019, manages pub and bar operations alongside property rental and management activities. The company’s involvement indicates a strategy focused on developing the Terrace Inn. The proposed licence adjustments aim to enhance the venue’s entertainment options while adhering to council regulations. Local residents and other stakeholders have until the consultation deadline to provide feedback, raise concerns, or propose conditions before the council reaches a determination.
