Passengers to shape future of Wales’ bus network overhaul

Bus Users UK has submitted a passenger-focused plan for transforming bus services through its 2026 Manifesto for Wales.

The organization has released its 2026 Manifesto for Wales, advocating for a connected, accessible, and inclusive bus network designed around passenger needs.

The organization, which campaigns for inclusive, accessible transport, says franchising presents a “unique opportunity” to reshape services in a way that reduces inequality, strengthens communities and supports environmental goals.

Barclay Davies, Bus Users UK director for Wales, said: “Buses are an essential public service, particularly in rural and coastal areas where they provide vital links to work, education, healthcare and social connection.

“We urge Welsh Government to ensure that franchising delivers a network that is transparent, accountable and shaped by the people who rely on it.

“This is an opportunity to create a bus system that works for every community, while supporting economic growth and a more sustainable future for all.”

The manifesto presents seven primary objectives for the Welsh Government.

These include safeguarding essential routes, ensuring long-term funding, enhancing sustainability, and making services fully accessible.

Additional priorities focus on streamlining fare systems, strengthening passenger protections, and developing a franchising model centered on passenger requirements.

Bus Users UK wants community input to guide decisions, ensuring socially necessary routes receive priority and accessibility is embedded across vehicles, infrastructure and information.

The organization also calls for investment in zero-emission fleets and bus priority measures to make buses a sustainable and attractive option.

A national fare structure with integrated ticketing and capped pricing is also recommended.

Bus Users UK has urged the Welsh Government to introduce clear standards and transparent performance information and a statutory Passenger Charter.

The organization said this would help deliver a network that is accountable and built around the needs of the people who depend on it daily.
