A proposal to establish a culinary training facility at a retail complex in Newport has won backing, with no significant objections raised.

The scheme involves transforming an unoccupied office unit at Unit 6 within the Duffryn Shopping Centre into a modest cooking school. This application follows approximately one month after an earlier attempt to secure planning permission for a non-residential institutional use at the same location was rejected.

The initiative, sponsored by The FedLine Project Newport and Cwmbran CiC, targets both younger and older participants. The facility intends to offer session-based instruction concentrating on hands-on culinary abilities, nutritional education, and involving families. Such activities would primarily occur after school concludes, on Saturdays and Sundays, and during other scheduled daytime periods.

The submitter has stressed the educational nature of the scheme in the planning documentation, alongside comprehensive protective measures. These encompass supervised sessions, specified employee-to-child proportions, controlled entry and exit arrangements, and an interior configuration that enables secure circulation and constant oversight. Every activity would be contained within the building, with no outdoor play area included. Anticipated visitor numbers are comparable to, or possibly lower than, those of a conventional office occupant during the course of a typical day.

Various consulted parties have examined the scheme, with none identifying any technical obstacles to the proposed change of use. Welsh Water verified that the municipal drainage system could accommodate the domestic sewage produced by the school, though recommending a condition prohibiting rainwater from roofs or sealed surfaces from entering the public sewer. This requirement aims to prevent system overloading and safeguard the surrounding environment and local population. The utility additionally recommended that a grease trap be assessed and installed to prevent oils and fats from entering the drainage network.

Natural Resources Wales indicated that although the unit sits within a Zone 3 floodplain associated with rivers and coastal areas, the proposed commercial culinary instruction falls under the less vulnerable category according to TAN 15 guidelines. The organisation registered no opposition, provided the developer receives notification about flood hazards and incorporates flood-resistant construction where practicable.

The local authority’s transportation officer likewise raised no objections, observing that the cooking school would not require additional parking or maintenance facilities beyond what the current office use demands. Furthermore, the authority’s chief heritage officer voiced no concerns regarding the internal alterations proposed for the contemporary structure located within the Tredegar Park Conservation Area.

Additional correspondence from the applicant outlined the school’s intention to utilise domestic-style equipment, comprising five ovens, five double induction cooktops, a combined refrigerator-freezer, a kettle, two microwaves, and a toaster, confirming the establishment’s modest dimensions. The submitter contends that this proposal represents a sustainable redevelopment of the existing unit, supporting community-oriented education, culinary skill development, and healthy lifestyle promotion without adversely affecting local amenities.

A definitive ruling on the proposals remains pending.
