A complimentary parking initiative will operate across multiple council-operated car parks in Newport’s central district throughout a nine-week period this winter season.
Motorists using the facilities will receive two hours of parking at no charge, with standard fees applying only for any duration beyond that threshold.
The decision received backing from the council’s cabinet during a meeting held on Wednesday, October 14.
Elected members stated the arrangement was intended to encourage greater footfall in Newport’s shopping areas during the festive season and stimulate commercial activity for retailers.
Council leader Cllr Dimitri Batrouni reported that the prospect of complimentary parking had generated considerable discussion among business owners since his appointment to the leadership position, with the authority responding to representations submitted by the commercial sector.
Cllr James Clarke observed that while complimentary parking had previously been available on Saturdays in recent years, the forthcoming arrangements represented an escalation of provision and would be operational every day of the week.
The scheme is scheduled to commence on Monday, November 2 and continue through to Sunday, January 3 inclusive.
The facilities participating in the arrangement include the multi-storey parking structures at Kingsway and Park Square, alongside surface-level car parks situated at Emlyn Street, Faulkner Road, Hill Street, Riverfront, and Stow Hill.
During discussions, Cllr Clarke reported that demands for complimentary parking had surfaced repeatedly during his consultations with Newport’s business community.
He further stated that the administration sought to provide assistance to enterprises navigating challenging economic circumstances.
However, he emphasised that positive outcomes would depend upon local residents actively utilizing the available provision and travelling into the urban core during the winter months.
Cllr Emma Stowell-Corten suggested that the policy would offer some financial respite for householders managing multiple expenditure commitments, while encouraging members of the public to explore events scheduled throughout Newport’s Christmas programme.
Prior to the cabinet session, opposition leader Cllr Matthew Evans declared that he had advocated for complimentary festive parking over an extended period.
He characterised the allocation of ÂŁ130,000 from the council’s reserve funds as a modest investment capable of delivering meaningful support to commercial operators while strengthening public confidence in the authority’s commitment to the business community.
