Council tax premium cuts Caerphilly empty homes by 129 in 18 months

Caerphilly County Borough Council has reported a reduction of 129 privately owned long-term vacant properties within its area over an 18-month period following the implementation of a council tax surcharge.

Since April 2025, homeowners possessing second residences and those holding dwellings that have remained unoccupied for more than two years have been subject to a 100 percent council tax increase.

Properties vacant for in excess of three years attract a 200 percent surcharge, with those empty for over five years incurring a 300 percent levy.

The additional charge was established through Welsh Government legislation and seeks to incentivise property owners to return vacant dwellings to habitable occupation while simultaneously expanding the availability of housing for local residents.

According to the authority, the measure forms a component of a broader strategy to address vacant properties, which encompasses the activities of a dedicated Empty Properties Team.

This team assists homeowners facing elevated council tax charges in identifying practical and prompt resolutions for bringing their properties back into productive use.

The authority has indicated that individuals owning vacant properties can obtain guidance and assistance by contacting the Empty Properties Team through the dedicated website, by telephone, or via electronic mail.
