An assessment conducted by the Welsh Government Energy Service has calculated that the Welsh public sector’s electric vehicle fleet is displacing diesel expenditure of up to £3.7 million annually.

This figure represents approximately 2.4 million litres of fuel that would otherwise have been purchased.

When electricity charging expenses are factored in, the net annual financial benefit ranges from £1.4 million to £1.9 million, with the precise amount dependent on the energy tariff arrangements in place across different operating bodies.

The evaluation encompasses 2,045 electric vehicles operated across the Welsh public sector.

These encompass passenger cars, light commercial vans, minibuses, refuse collection trucks, larger commercial vehicles, buses and specialised equipment.

Using standard assumptions regarding vehicle mileage, fuel consumption displaced and electricity usage rates for each vehicle category, the assessment determines that 2.423 million litres of diesel purchases are avoided each year.

Simultaneously, the electric vehicle fleet consumes around 8.6 gigawatt-hours of electricity annually.

The £3.7 million diesel displacement value has been calculated using current prices exclusive of value-added tax.

In a scenario involving a 100-day period of elevated oil costs, comparable to market disruptions experienced recently in connection with US-Iran tensions, the public sector fleet would sidestep an additional £200,000 to £280,000 in diesel expenditure, the assessment notes.

Jim Cardy, Senior Programme Manager at the Welsh Government Energy Service, indicated that the Welsh public sector is already experiencing tangible advantages from its move towards electric vehicles.

The analysis demonstrates that these vehicles are delivering value beyond environmental objectives, enabling public organisations to reduce operational expenditure and limit their susceptibility to fluctuations in fossil fuel pricing.

Cardy noted that the focus now shifts to building upon existing achievements by facilitating additional parts of the Welsh public sector fleet in transitioning to zero-emission vehicles, while simultaneously developing intelligent energy systems to support this infrastructure.

Smart depot facilities, renewable energy generation located at charging sites, battery storage installations and shared charging point networks possess the capacity to amplify cost savings, improve energy security and render public sector fleet activities more robust.

The electric vehicle fleet achieves an estimated annual well-to-wheel greenhouse gas emissions reduction of approximately 6,151 tonnes of carbon dioxide equivalent.

This carries an indicative monetary value of around £1.7 million.

The assessment observes that numerous vehicles may draw their charge from renewable electricity generated on-site, which could result in further emissions reductions depending on the methodology applied for accounting purposes.

Cabinet Minister for Rural Resilience and Sustainability Llyr Gruffydd commented that the assessment evidences the transition to electric vehicles is producing genuine advantages for public services throughout Wales.

The administration has affirmed its commitment to expanding electric vehicle adoption across public services, with the objectives of decreasing diesel consumption, lowering operating costs, diminishing exposure to climbing fuel prices and achieving more efficient utilisation of public funds.

The Welsh Government Energy Service has made a significant contribution to supporting this advancement, assisting public sector bodies in implementing practical modifications that reinforce energy resilience, decrease emissions and deliver lasting value for Welsh communities.

The Welsh Government Energy Service has advised that these figures derive from modelled assumptions applied across fleet categories and should be regarded as indicative estimates rather than formally audited savings declarations.
