Cyngor Gwynedd secures £700 fine in Llyn Celyn fly-tipping case

A enforcement action has been concluded after waste was illegally dumped at a lay-by close to Llyn Celyn in Bala, one of Wales’ most recognised natural landmarks.

Cyngor Gwynedd pursued the case through the courts after an investigation into the fly-tipping incident.

The authority obtained a warrant in July 2026, with police support enabling the matter to proceed to court.

During the hearing, the defendant was found to have breached waste regulations by failing to meet their Duty of Care obligations.

A financial penalty of £700 was imposed, comprising a £300 fine relating to the original Fixed Penalty Notice and £400 in court costs.

The council’s Cabinet Member for Highways, Engineering and YGC, which encompasses Streetworks, Councillor June Jones, commented on the ruling.

She emphasised that fly-tipping and irresponsible waste disposal cause harm to communities, rural areas and the natural environment.

The council would continue to utilise all available enforcement mechanisms, including Fixed Penalty Notices and court proceedings, against those who contravene waste legislation.

The verdict demonstrates the council’s commitment to taking enforcement action against individuals who disregard their legal responsibilities.

Residents were advised to exercise caution when engaging third parties to remove waste or clear properties.

The duty lies with householders to verify that any contractor or company employed is properly registered and holds the necessary licence to transport waste.

While the majority of waste removal businesses operate within the law, a minority continue to flout regulations to cut costs.

This case illustrates the potential legal and financial repercussions for all parties involved in such offences.

Collaborative efforts between the council and residents can help safeguard the environment, maintain clean communities and ensure lawbreakers face appropriate consequences.
