Welsh head teachers’ union denies political motive in schools pay dispute ballot

A dispute over educator compensation has emerged in Wales following a breakdown in negotiations between the government and school leaders.

The National Association of Head Teachers Cymru has initiated balloting procedures for potential industrial action regarding the 2026-27 remuneration package.

The Independent Welsh Pay Review Body had advocated for a 4.25 percent increase for head teachers.

However, the Welsh Government has indicated that 3.5 percent represents the maximum feasible adjustment without necessitating reductions to educational budgets.

Currently, the typical compensation for a head teacher in Wales stands at £85,000.

According to NAHT Cymru, the government’s stance undermines confidence in the existing review mechanism.

This marks the second successive academic year during which full implementation of the independent review body’s suggestions did not occur.

ASCL Cymru and additional teaching organisations have endorsed the 3.5 percent proposal.

NAHT Cymru remains the sole organisation maintaining formal opposition to the offer.

Dr Graham Gault, national secretary for NAHT, emphasised that the union’s stance reflects member sentiment rather than political considerations.

Concerns regarding professional demands, institutional financing, hiring difficulties, staff exodus, and adherence to independent pay guidance have been communicated across successive administrations, he explained.

The Welsh administration recently announced £60 million in supplementary resources for Additional Learning Needs during 2026-27, with approximately £44.8 million allocated directly to educational establishments from the ring-fenced schools allocation.

A representative for the administration indicated that the funding aims to alleviate workloads and promote staff welfare.

The Cabinet Minister for Education, Anna Brychan, previously held leadership positions within NAHT Cymru.

The government has confirmed acceptance of a 3.5 percent increase for educators and institutional leaders, alongside a 5 percent enhancement to the unqualified teaching salary scale.

A government spokesperson stated that while recognising concerns expressed during consultation, the current financial circumstances necessitate balancing multiple public service obligations.

The compensation level aligns with English provisions, maintaining the no detriment commitment.

Workload reduction efforts continue with progress achieved on specific proposals developed jointly with NAHT Cymru.

The dispute was reported first on Nation.Cymru.
