Wates appointed for £209m Penrhys Estate ten-year regeneration in Rhondda Cynon Taf

A major transformation initiative for a residential area in south Wales has progressed following the appointment of a construction partner.

Trivallis, a housing association that has overseen properties at Penrhys since 2007, has chosen Wates Residential to spearhead plans to rebuild the estate in Rhondda Cynon Taf.

The comprehensive scheme carries an investment of £209m and is designed to unfold over ten years.

The project would result in the construction of between 800 and 900 residential units across multiple stages.

Initial work would concentrate on approximately 121 dwellings situated in the northern section of the estate.

The blueprint also includes provisions for a central community hub, commercial premises spanning roughly 1,000 square metres, landscaped public spaces, and shared amenities for residents.

Following a procurement exercise lasting twelve months, Wates Residential emerged as the preferred collaborator.

The firm brings expertise in urban renewal and typically partners with housing associations, municipal authorities, and private enterprises to revamp neighbourhoods.

Construction activities are tentatively scheduled to commence in 2027, contingent upon obtaining necessary consents.

The development framework emphasises benefits for the local population through educational initiatives, job prospects, and vocational training schemes.

Additionally, the project aims to engage nearby enterprises, vendors, and grassroots organisations throughout the delivery process.

The housing portfolio would encompass properties for social rental purposes alongside those available for purchase on the open market.

Broader enhancements to the physical landscape and civic infrastructure would accompany the construction phases.

Trivallis has communicated to current occupants that all present dwellings are anticipated to be removed as the scheme advances.

Households choosing to stay within the community would receive allocations to replacement properties, while certain residents would require temporary accommodation during building work.

Beyond the immediate locality, the substantial capital injection is intended to broaden housing availability and variety, stimulate economic expansion through spending and job generation, and enhance Rhondda Cynon Taf’s appeal as a location for residence, commerce, and investment.

A formal agreement with Wates is anticipated within the coming weeks.

Subsequently, focus will shift from preparatory stages to implementation.

Negotiations with Rhondda Cynon Taf Council persist as Trivallis pursues planning authorisation by the conclusion of 2026.

Louise Attwood, who holds the position of Executive Director overseeing development, assets, and sustainability at Trivallis, stated that selecting Wates Residential represented a significant milestone for the initiative.

She noted that the rigorous selection process had yielded a collaborator aligned with the objective of establishing superior housing and enduring prospects for residents.

She expressed confidence that the partnership would provide the capability and specialised knowledge required to translate plans into tangible outcomes, while acknowledging that considerable preparation remained before groundwork could commence.

Dave Bullock, serving as Wales Regional Director for Wates Residential, described Penrhys as among the most substantial regeneration prospects in Wales.

He indicated that the company was honoured to have been chosen by Trivallis and looked forward to collaborating closely with the housing association, inhabitants, the local authority, and additional interested parties as proposals advance.

Trivallis emphasised that while building operations would not commence immediately, the appointment of Wates Residential constituted a pivotal achievement for Penrhys and brought the transformation initiative substantially nearer to realisation.
