Work has commenced on a 35.6 million pound residential scheme in Cwmbran.

The initiative is being implemented by Lovell on behalf of Codi Group, with assistance from Torfaen County Borough Council and the Welsh Government.

The development will provide 143 dwellings on the former County Hall brownfield location.

Regional managing director Anthony Vagges from Lovell stated that the commencement of construction marks a significant achievement for the project, representing the start of an undertaking that will convert the unused former administrative building grounds into a sustainable residential neighbourhood of high standard.

According to Vagges, collaborative working is fundamental to Lovell’s operations.

For more than four decades, the company has maintained close relationships with Welsh partners to establish not merely houses but flourishing communities where residents can feel a sense of belonging.

The company expressed enthusiasm about bringing this approach to Cwmbran and anticipates continued cooperation with established partners Codi, the Welsh Government and Torfaen County Borough Council to guarantee the development meets superior quality standards while considering future occupants throughout each stage.

The scheme comprises 35 properties for open market purchase, 50 under shared ownership arrangements and 58 affordable units.

The affordable accommodation consists of 36 flats, 14 homes available for social rent and eight for intermediate rental.

Completion is targeted for early 2029.

The project also intends to generate local employment prospects, including apprenticeship positions and work experience placements.

Codi director of development for the east Rhys Parry commented that commencing work on the site represents a significant source of pride for the organisation.

The development demonstrates Codi’s goal to provide quality housing across various tenure types, establishing improved living environments for communities throughout Wales.

The site will incorporate environmentally efficient features including photovoltaic panels and air source heat pumps within the socially rented properties.

An existing bat habitat will additionally be restored to enhance biodiversity.

Positioned within a wooded environment, the scheme offers strong transportation connections and proximity to services such as educational establishments and a hospital.

Codi Group intends to unveil a four-bedroom property designed in the Heywood style during spring 2027, with initial open market properties becoming available at that time.
