Newport City Council has been recognised at a national level for its work addressing environmental challenges.

The authority secured two separate accolades for its environmental initiatives, with the waste enforcement division being named the premier streetscene service team in the United Kingdom at the Association for Public Service Excellence awards.

The distinction was awarded in acknowledgment of the council’s innovative methodology for combatting illegal waste disposal.

The waste enforcement team has undergone a significant transformation during the past two years, moving from a service that responded to incidents after they occurred to one employing proactive, data-driven strategies.

The updated approach incorporates several key operational elements.

These include continuous surveillance of locations prone to illegal dumping, scheduled patrols conducted by enforcement officers, and enhanced procedures for gathering evidence through directed observation activities.

Collaboration with local residents and effective joint efforts with partner organisations have also played integral roles in the team’s accomplishments.

Statistical data reveals the tangible results of these measures.

Instances of illegal waste disposal decreased by 11 percent, while enforcement actions escalated by approximately 300 percent during the 2025/25 period relative to the preceding year.

The council issued more than 1,000 cautionary communications to residents, dispatched over 500 formal notices, and issued 276 fixed penalty notices, with 23 instances progressing to court proceedings.

Concerns regarding illegal dumping have been raised in connection with specific locations throughout the Newport area.

At Christchurch Cemetery, discarded waste was discovered on the premises.

Campaigner Michael Enea, associated with Newport’s Conservative movement, described the scene as deplorable, noting that such a location dedicated to remembrance and quiet contemplation should remain free from such contamination.

Enea urged the council to conduct a thorough investigation, suggesting that discarded correspondence might provide identifying information.

The council’s climate change division also received acknowledgment for its lighting column electric vehicle charging initiative at the Welsh Local Government Association awards.

This programme specifically addresses the requirements of residents lacking access to private charging facilities, a demographic comprising approximately 22,000 households within the city.

The initiative aims to eliminate one of the primary obstacles preventing residents from transitioning to electric vehicle ownership.

Installation of charging infrastructure has proceeded using existing street lighting columns, with 120 electric vehicle chargers now operational throughout the city.

This methodology enables accelerated deployment of charging points while maintaining reduced expenditure compared to establishing separate charging infrastructure.
